I know consulting managers L7 who get this position at 14 YOE.

Which big 4 are you in currently? Ctc seems low for your experience especially with tier 1 mba

It is.. Not a lot of difference between Indore and shillong especially considering the batch size of Indore and the fact that mbb have started hiring from shillong

At L9 please don't come below 29l fixed.
Depending on your work ex, the vertical you are gunning for and the demand, 30 fixed is also within reach. Despite what accenture says, all of this is very subjective. 4 months after my joining I found out that some industry vertical analysts had a package of 28 (fix+guarantee bonus+JB) right out of college. So yeah, play hard ball.
Irrespective of S being Tier1 or not, you should easily have 25-30 fixed with 3+post mba experience

Do you consider Excel & PPT as tech skills ?
No specific tools as such. Though I've worked with JIRA and Confluence for workflow management. I don't think, I've mentioned those in my resume.
I'm PMP certified though. I don't know if that adds value these days.
