You can apply for jobs anytime in Canada. If you have not applied for your PR then you are treated as Foreign worker - in that case the companies who are willing to sponsor may consider your resume. In case you apply when the PR application has already been submitted - then the companies may look at your profiles for their long term hiring needs. Remeber to mention the fact that your PR application is already in process and provide them with the timelines. Also, you get couple of months from getting the PR to the last date of your landing. This is the most important time for you as you can apply as a PR and can arrange interviews when you are planning to land. You can plan your moving date according to the interviews that you are able to line up. Companies are more willing to hire during this stage. I have many clients who were able to get offer sitting in their countries provided they had reveived their PR.
