Argued with another EA today who tried to tell me a Roth IRA is a waste, that a 401k is all that's necessary... Wouldn't accept that they are two different retirement options and equates to more money

Many candidates reject an offer from a company after getting the offer letter because they got a better offer elsewhere. So companies say that this costs them a lot. I want to understand what is this cost. Its not like they had to pay a person some money even if the candidtae didn't join. Also the joining bonus is paid after a candidate joins and is usually returned if left before a yr. So what cost do they talk about?
