Happened to me once. They hired me anyways but quickly turned on me and tried to push me out. I lasted 8 months before I found something new.

This situation reminds me of my time as a Program Management Analyst. Three months after I was hired, the company was sold to a firm from India and eventually folded a few years later. I lost my position due to changes in leadership, which taught me that a high wage offer doesn't always lead to the right opportunity.
I would recommend inquiring about why the previous hiring manager left the company. It may have been for a promotion or another positive reason, but it is worth confirming.
I just experienced the very same thing in my new job! I chose this offer over another but HM gone before my start date. To make it worse, my skip is also new. Now my life is messy with near zero guidance in my daily work. Plan to jump either internally or externally.
Knowing your manager is pretty important i think, having a good sponsor starting out gives you a lot of support
