Yea so they probably did payroll on the 25th, then it takes a few days for checks to arrive unless it's a small business and they write them by hand, so your hours between the 25th and the 30th will be on your next check, most likely May 26 thru June 9, and then you'd get paid most likely 2 weeks from the 30th which would be June 13.

Yeah, it is pretty normal to have a cut-off date; you would be remaining an hour for the next cycle. It is for finance and hr to manage monthly expenses easily.
You should always get paid for the hours to work
It doesn't sound like that's the issue here, it sounds like they're confused about how the pay period and check dates line up. It's Extremely rare to ever get paid on the last day of the pay period.
