In Salesforce implementations or consolidations, It’s fairly critical to have onshore architects and functional SMEs in key process areas. It’s also critical to start with a philosophy of no customizations and have a governance process with senior execs involved to approve any customizations. This may seem extreme however it avoids a big technical debt and maintenance burden down the road. It also requires the business users to focus on business process standardization and changing the way they currently work.
In short this is not just an issue with onshore/offshore technical resources. You have to think further upstream to solve the problem.
The problem at most firms is MSAs that have rates below what an onshore Salesforce Architect needs to bill to meet margin requirements. The solution is at the account management level.

Deloitte absolutely has onshore architects... It's all about what the client is willing to pay for.

I was an "onshore architect" at Deloitte. I have also been on the customer side. They definitely try to put underqualified people into certain roles to hide a lack of available bench, but they do have those people.
