I’m not sure if this is the best way, but I match their energy in terms of it being a panicky emergency. At least while face-to-face, then I take my time to prioritize all “emergencies” and work on them as needed. My last boss was terrible with that, and they took it personally if you didn’t seem to care, even though there was an urgent matter every day.
I have no problem stopping someone and reminding them that this is not an emergency. I have said in the past, "A lack of planning on your part does not constitute an emergency on mine." Sometimes you just have to put someone in their place, respectfully.

My manager used to do the exact same to me! If everything is urgent then nothing is!
