Probably depends on what else is being offered. If it's leaving the city and/or working much less hours there are always some takers. Don't take the wrong way, but these recruiters sending 500 messages aren't worried about the 498 people that would never do it, they just need 2 to yes for it to have been worth their time. It's not like they are dialing everyone individually asking if they want less money. But I would agree it's likely suboptimal to target those at market paying firms for non market paying roles unless there's something unique that some would respond to.

That's fair. It's a dance bw wanting to make sure you don't miss out on anyone that in theory would take a paycut and being on a list of recruiters who maybe aren't deliberate enough, so it's a choice for sure.
I generally do not contact NYC associates at market-paying firms about below-market roles unless the firm is offering something like a lower billable requirement or another incentive that might justify making a switch. That being said, I'm based in the Carolinas, and a lot of my outreach is focused on Charlotte, Raleigh, and Charleston opportunities, some of which are below market.
With the lower cost of living and more lifestyle friendly office culture, I often place NYC attorneys at below market firms in the Carolinas. In fact, in every NYC>Carolinas relocation I executed in 2025, the associates accepted offers at below-market firms despite having offers from market-paying firms (NC has about 20 Cravath/Milbank paying firms). And two of the three NYC>NC relocations had no clear ties to NC on their profiles, so it was worth reaching out to a larger group given Charlotte and Raleigh are such hot relo markets nationally.
I keep getting slammed by recruiters trying to get me to move to Raleigh, I was wondering why that was. Not a chance in hell I’d ever move from New England to the Carolinas tho.
