Might be a fun experiment to go in more often and shift the burden back to whoever manages the office space. Like “I was told to come in, here I am. Where should I go?” And that person will then be derailed from whatever they were going to do to solve the desk space problem. If they can’t, then it’s not just you who is motivated to bring it up to the leadership. And if the leadership folks hear about the problem from more than one source, chances are better they’ll respond to it somehow, because they’ll be annoyed x2–by both you and by the office manager or whoever bringing it up. Worst case, you work from a coffee shop or the conference room or something the first couple times until the problem reaches a critical mass and someone either reneges on the ask for you to come in more, or there is magically a space for you to work at
And sit at their desk.
I would probably start applying elsewhere. Seems like legwork is being laid to offload.
Please come just early enough to sit at the person’s desk who gave you this feedback. Be deep in work or a call when they arrive. Tell them you are happy to share. Put up pictures of your family.

This is intended as soft layoff to make you go elsewhere.
I don’t get it from what is happening here. Probably poor management. They are trying to satisfy someone’s ego.
Where would you sit if you go into the office?
Take over a conference room?
Do you happen to have a firm credit card? Go online, buy a desk, and have it shipped to the office during working hours. Direct the delivery guys where to put it, tip them lavishly, then seek reimbursement of the tip on your next monthly expense report.
All kidding aside, OP, the people you work for sound crazy.
You were told you go to work remotely or it was put in writing?
If there is no desk and I was told I needed to be at the office I would reply with and sit at which desk ?
