When applying for U.S. jobs (as Canadian), do you check the box that says "Sponsorship required" (TN visa)?

I'm finding many companies telling me no due to needing Visa sponsorship, which in reality isnt really the case since we just need a job offer letter and apply.

H4 EAD question: I have H1B. My understanding is that after I get the I-140, my wife can apply for a H4 EAD.

Question: If I were to change employers after getting my I-140 approved, would my wife still be able to apply for H4 EAD or would we need to start the entire greencard application from scratch (i.e. PERM)? Trying to understand if we are locked with my current employer if she wants an EAD. What kind of timelines should we expect?
