I cleared a consultant interview recently in Deloitte India, and I have got a situation where initially a lady HR told me the offer range between 13-15 lpa. But today when I had a telephonic discussion with other HR for salary negotiation, he said that they can't stretch more than 10 lpa. What should I do?

I've been a government attorney for nearly three years now and have worked in the same office/division since I passed the bar. I've yet to receive a promotion other than two cost of living increases (in sum, a pay increase of 6k over 3 years). I know this is meager, but I'm mostly ok with it, I just want to see some recognition. On the other hand, it's hard for me to imagine negotiating because (given my inexperience), I don't feel I'd be able to do better anywhere else. Any advice?

Without having the formal education or PM experience, only my 5 years in QA experience. When I started I made $65k and have jumped to $78k. I have seen other companies post $100k+. l interviewed for Deloitte (India not USI) in January, and accepted an offer letter with DOJ of 25th April, later HR asked me to join on 11th April for which I agreed. Now I haven't received the revised offer letter or any links other than BGV and Pre-Hire form from Deloitte and now the HR is not even picking my calls or responding to emails.
Any advice on what to do?
