I think there are cars in the 200hp range that feel plenty fast on city streets. 400hp in traffic is useless at best and dangerous at worst.
Strawman argument. Who even does pulls in traffic 🤣
I drive a first gen Porsche cayman, which these days is definitely on the slow side. Much more fun to drive that fast (I live near a major city) than a fast car where I step on the gas and in 2 seconds need to hit the breaks at 4K rpm or go to jail. That’s the argument fwiw.

Then you drive a 700-800hp car and realize what you've been missing. Utterly useless in most regards, but man, it's fun.

Everyone would rather drive a fast car fast. The saying is specifically slow car fast vs fast car slow, which is 99% of daily driving scenarios. And by “slow” car, we aren’t talking about 100hp cars but more like 160-230hp such as a Miata or GR86 and usually with a manual transmission.
Depends what you’re doing with it. Like a little GR86/Miata etc can be fun around a track, but it’s not winning any drag races.
Even at 400hp, the driver skill will run out before that power becomes the limiting factor. If you’re just doing highway pulls or light to light then it’s whatever 🤷♂️
IMO fun factor depends on horsepower to weight ratio, engine/exhaust notes, and drivability.
It’s not all about hp. The weight of car matters and torque
In my opinion, and from my experience the reason people say that is low power cars are easier to enjoy flat out because they give you more time to enjoy/savor the process. The 'faster' a car is the less time you spend accelerating to a speed. So I think some people for example enjoy hearing an engine sing and struggle dramatically to 60 for 8 seconds as opposed to hearing it scream or sneeze for 2. Also the under powered car is more forgiving as opposed to high power cars. The more power a car makes, the more seriously you have to approach driving. Failing to respect a powerful car could cost you your life as opposed to underpowered ones. So to summarize I think some people prefer the anticipation of speed as opposed to the immediate and violent delivery of speed. Note: I am most definitely a "fast car" person. In the words of Jeremy Clarkson: Speed & Power. Amen.
