I have received my performance ratings. If I submit my resignation in CTS now, will I still be eligible to receive my bonus during the Full and Final (FnF) settlement in March?

Looking for a remote/hybrid/onsite (Calgary,Alberta) job for my boyfriend who got almost 5 years of experience in proposal writing, RFP, RFI and bid management for a civil engineering firm. He also got an MBA, non drinker, non smoker, clean driving abstract and very polite. He gave out tons of cv in indeed job posters for the past 5 months, ends up becoming the filler candidate, took a huge toll in his mental health and we are going through some very rough patches. Recently I cleared 2 technical rounds and had salary discussion with HR on 26th July.
When I enquired about offer letter last week, hr replied in mail that "Since your education under blacklist with cognizant, we are unable to process with your offer. Many of college alumni are already working with cognizant. Even mailed them what part of education is blacklisted but they are not replying.should I still expect offer letter from them?

CTS : No clarity as of now, only thing I am aware is that I’m a part of full stack community.
HCL : Some clarity on the project but less package than other two.
R-Systems and CTS are giving same CTC.
