If it is, was the layoff based on performance ratings? For example, were employees below a certain rating let go, or were there other factors involved?

My firm’s IT (especially system saving and file locating function) is so bad 😐😞 and they keep doing updates no one asked them for just to mess with the stuff we already got a hang of without doing anything about the issues we actually need fixed. Anyone else in a similar boat? Do you bill the client for the time it takes to fix the IT issue (or IT inefficiency generally, like time taken to find a file in a convoluted system)? Or is that supposed to be our non-billable time?

I am considering to start studying for the exam but I know I would need to leave my employer in order to give 110%. I am contemplating the idea of at least passing one part while employed. I had cleared all the rounds in S&P and had salary discussion 1.5 month back. The HR is always saying the management is on leave and will soon get the approval and release offer. Today she shas asked for one more week to release the offer. Should I wait for it or move on. Are they waiting for some other candidate to join before rejecting me at last moment.
