Well if you're not going to work for that amount of money anyway, why not just shoot your shot? What's the worst that could happen, realistically? If they say no, you weren't going to work for that amount of money anyway.
You gotta be willing to leave the offer and walk away if it comes to it
they're not going to change their best and final offer. if you can't live with their offer, it's not for you. period.
Say you really need to be at whatever range you need to be at. If you are open to other non-comp perks to balance, make that known. Just keep in mind, there is a real possibility they take the offer completely off the table if they are saying it’s all they can do.
If you don’t like the offer, walk away. That company does not value experience and people, of they don’t invest in talent, no guarantee the future will improve. I did walk away from one, and found something better. If your desperate, is a different story, and unfortunately is tough market for most. In the end, do what’s better for you now.
How old is the information on salary ranges? Many companies are trying to lower salaries of newcomers as they layoff higher paid workers due to how many people are unemployed and looking for work. Is the salary they are offering more than what you are making now?

If the company has provided their best and final and you want to still negotiate your base salary, the company can rescind the job offer.
I don't have the expertise of giving you advice here, but out of curiosity what's the difference from what they are offering and what you want? Any way you can keep your options open for another opportunity ask for sometime to get back with them?
