They listed a salary range, offered you the bare minimum based on that range, and then refused to negotiate? You have to love these corporate “power moves.” Also the end of the year is in three weeks, did he mean for you to wait until the end of 2026?

I find that starting with the lower end of the range is very common. Doesn’t mean they won’t budge
If they offer you the lowest end, that's a sign there's flexibility. They listed the salary range for a reason. If they give you the high end of the range, you might be up against a wall.
I think one thing that people often forget is that most companies don’t want to low ball people because they want happy employees and for employees to stay as long as possible. If they have constant turnover it’s a pain having to constantly interview, hire, train, etc.
I’d your hired at the low end / middle end of the band and your happy with that then there is room for you to grow into the position and are seen as a better chance of having a career there. If you’re hired at the top of the range you may be happy initially but most don’t realize pay bands for roles are ranges for the job not just being hired. After 1-2 years of getting little to no range you will probably leave. This is why companies rarely ever pay the top end of the ranges posted.
