The contract seems bogus and not legal. As a courtesy I would block out that time on your calendar just so people see you aren’t available for meetings. Doesn’t matter what you are doing at your lunch, could be just taking a walk at the same time every day. It’s your time.
All you should have to do is block your calendar. Especially if a lunch hour is part of the deal!
Lunchtime is your time, not company's. Yes, good idea to let your colleagues know your whereabouts, for safety and courtesy reasons.
Your boss sounds like an asshole and will only make your life harder as time goes on. Accept the terms now but start looking elsewhere (both other companies as well as other teams in your agency.) if you don’t have sympathetic women in your agency, if within another discipline, it’s going to make your life harder. If you do, reach out for some mentor-like advice about navigating this with your particular company culture.
More infantilization of the work force. Bosses who think bossing means keeping tabs and saying yes or no to a doctors appointment. In our office they even locked one exit so we’re forced to parade past the owners office when we leave. Fun times being almost 40.

The contract part is garbage, but you should block off your calendar for lunch. As humans, we need to eat and it’s nobody’s business what you do during that time, wherever it’s child handoff or scarfing down a sandwich.

If you have time blocked off and she didn’t bother to check your calendar, that’s her fault. You could have been in a work meeting for all she knew. Also, when she mentioned the contract was she annoyed or just matter of factly stating a common practice there? Companies now seem to be so much more understanding about employees ‘parent duties’. I’m sorry you’re being put on the defensive for things like this.
Quick addition to the above. If you are able to amend your contract, also ask for ‘a global pandemic changing the way everyone lives their lives for the next 5 years at least.’ clause in there somewhere. Maybe after the ‘picking kids up’ thing.
Block your calendar, sure. Your boss is an ass. It shouldn’t be contractual that you not do another waking thing other than work during the day. I find their attitude actionable.
The calendar block from a managers perspective is so she or he knows that you are out of pocket. I often forget my teams' schedule. It doesn't mean I'm upset you are out then.
