Let’s just do 100 under 100 and level the playing field
The under 30 under 40 lists are going to go away. They’re like exhibit A for age discrimination lawsuits. And the whole celebrating women thing is not far behind now that they make up most of the workforce.
I’d like to point out that the intention of this post was to point out the headline they used, “50 Under 30,” not about gender, which happened to be also included in the screenshot. Sorry for any confusion.
"50 under 30” means that they are deliberately excluding people over 30, for opaque reasons that are not tied to alliterative wordplay.

I agree with you on a strong need for gender progress in the industry. Consider if the headline said “50 outstanding women in creative and digital,” leaving out “under 30” ... would you not agree it would’ve been just as effective?
I think lists saying “under 30” and “under 40” needs to be retired. It literally excludes age. If they wanted to talk about people early in their careers, perhaps “up-and-coming” or “rising stars” would be better word choices. A friend of mine is a junior copywriter. She is 42 (she had changed careers). She would never be allowed on this list only because of one reason: age.
How about 50 over 50, 60 over 60, 3 over 70?

These pubs are trying to sell subscriptions. The more young people they “honor” the more potential subscription sales before they are pushed out of the industry. There is zero merit involved. Pure sales move. Just like Cannes.
No excuse. Just an opportunity to recognize women in an industry that spent many decades invalidating their contributions.
I think we all understand your OP, but the conversation has moved on...
These “under” lists are: money makers; enable recognition for more junior people because otherwise the “best of” always go to the more established and senior level people...and we know who they are.
