The headhunter is most likely repeating the the employer's comments. It will be equally frustrating for the headhunter as it is for you. My guess is probably this company is an outsourcing company who are bidding for a project and as such cannot give a yay or nay as to whether to hire you.
When I interviewed the interviewer told me they already have a project and they are hiring for that; but probably you are right, I got a reply today saying they can't move forward as fast as I want them to, if I have any other offer, I can take that, they'll keep me updated if they hear back anything.
Im in the same position as you. Unfortunately, most big company employers are very slow to hire - i.e. their processes are slow and they are likely overworked - ive been one of those managers. HOWEVER, being one of those hiring managers i truly appreciated the position of the applicants and would be willing to provide feedback when asked. I would reach out to the recruiter. politely explain your situation and see if you can get the information. Its not inappropriate to ask for a direct contact to the manager, but they probably wont offer it up.
