Personally I think a lot depends on the domain space and the team(s) they are assigned to.
The most recent scrum master on my team, was reassigned because they were not a good fit. They were too much of an agile purist and refused to comprise on anything. Granted it didn’t help that they only showed up to 5% of meetings. Lastly almost anyone can become a scrum master, all you have to do is pass a single multiple choice test and your certified. Technically you don’t even have to take a course.
Scrum master is a tricky role and depends on the persons experience but also how your team is organized . If they don’t have a lot of control or insight on development work in the planning phases , they may not understand what’s going on . I facilitate scrum practices and tbh majority of the time my manager wants everything done his way , you don’t get a good exercise of the role .

We only hire Scrum Masters with software development experience for the exact reason you mentioned.
An SM who is involved and attentive can be effective without dev experience. The role is about being able to look at things from a different perspective than the team and ask probing questions to drive the team towards improvement. Outside of facilitating the implementation of the framework. But anyone who is by the book is operating contrary to Agile IMO. Lots of bad SMs out there just like any other role. Unfortunate for those of us who make the team and helping them priority one. The above comment about one only attending 5% of team stuff makes me want to fire that person on behalf of their teams. Garbage.
