I was offered 17 LPA gross for QA performance testing role 6.2 Years of experience for TEST lead role and have an offer with 23 LPA with Other organisation ,Does CGI Accepts the Counter offer ?

Recently got an offer from KPMG. But the offer letter is in their portal with no KPMG letterhead or signatures. I just left my pre-seed startup that was running out of cash (we made $100,000 in revenue this year, and sunk $1m in costs).
