Are all the Oracle certifications free irrespective of our team after we join Oracle? Or WT can do certification only of our manners assigns any to us?

My background is in tech transactional. I joined a cybersecurity SaaS startup at the end of last year and now also handle more generalist matters in addition to all things commercial-related. A colleague told me today that Google separates Product Manager and Product Owner as two separate roles. I have been a PM at my company for 2 years now, with a years prior experience as associate PM. I got promoted before my certification, but was told if I did not get a PMP or ACP I would get my promotion taken away.
Received the ACP and have not seen a raise. Now we have a girl that is getting a 15k raise and going straight from Project coordinator to PM (with one year experience) and no certification. She will now be 5k less than me. If she gets CaPM she gets a 5k raise. Wong to feel slighted?
