For more context, the expectation at the company is the usual 8-5 with an hour for lunch. Also we were at the same level before I was promoted, which they weren't. This person and I have worked on projects together which led me to believe that they are dishonest if not worse. Meanwhile some upper management folk seem to really like them, or otherwise seem oblivious to the situation.
Am I making a big deal out of nothing and should I just be content with my situation or would this merit some action on my part?

You mention that you were promoted above this person - does this mean they're now reporting to you? If so, sounds like a 1:1 meeting needs to be set so you can set expectations with them. If you're a level above but they're not reporting to you, I'm not sure what the best move is. I guess for me it'd come down to how much their laziness impacts my work. If it's jeopardizing something I'm working on, I'd 100% escalate. If it doesn't impact me, I'd still be annoyed about their corner cutting, but I probably wouldn't bother making a big deal about it.
