I work for a large company and was recently promoted after being with them for over 4 years. I appreciate the recognition and don't want to seem ungrateful. But... I sit right across from someone who is not pulling their weight. They seem to spend their time scrolling on their phone, sometimes dissappear for hours while their work devices and tools are still at their desk, and they pretty consistently seem to come in at 8 AM take an hour for lunch and leave at 3:30. What would you do in my place

For more context, the expectation at the company is the usual 8-5 with an hour for lunch. Also we were at the same level before I was promoted, which they weren't. This person and I have worked on projects together which led me to believe that they are dishonest if not worse. Meanwhile some upper management folk seem to really like them, or otherwise seem oblivious to the situation.
Am I making a big deal out of nothing and should I just be content with my situation or would this merit some action on my part?

You mention that you were promoted above this person - does this mean they're now reporting to you? If so, sounds like a 1:1 meeting needs to be set so you can set expectations with them. If you're a level above but they're not reporting to you, I'm not sure what the best move is. I guess for me it'd come down to how much their laziness impacts my work. If it's jeopardizing something I'm working on, I'd 100% escalate. If it doesn't impact me, I'd still be annoyed about their corner cutting, but I probably wouldn't bother making a big deal about it.
