Very True, I like that saying. "The musician matters more than the instrument".
To add to the head of PMs advice:
I’d also consider the other folks that are involved as well in terms of how deeply you want them using the tool, what tasks you want them taking on and all that.
I usually operate under the general assumption that the more complex the tool the less likely you are to get creative and dev/production folks adopting and becoming regular users.
That's a good point, the learning curve on a new tool can sometimes derail the engagement, especially when the main focus is getting the tasks completed.
