I would definitely not bring up part-time in initial screenings. Some firms will advertise part-time flexibility, but I would wait until later on. Not sure about if you need to wait until after securing an offer, but it seems like your hurting yourself by mentioning it too early, at the very least
I’m not a recruiter. But I secured my offer first and then negotiated reduced FTE. Some firms have a minimum amount of time you’re required to be at the firm before they allow you to go reduced FTE

Also you may consider work with agencies for part time jobs, a friend of mine works with Axiom for part time work and she is pretty happy
