Being told someone is “just passionate” when you’ve experienced it as abuse is incredibly invalidating. You don’t need thicker skin, you need a workplace that takes concerns seriously. I’m sorry you’re carrying that alone.

Agree wholeheartedly
HR has a job just like we all do. Keep documenting what is going on and establish the pattern of what the coworker is doing. I am sorry you are going through this. Please be sure to take care of yourself through it.

But that job can be done more efficiently
That’s your sign that you need to retain an attorney. It’s best to hire an employment attorney who only works with plaintiffs, and who has experience in your industry. They will advise you on the next step, which can include writing a letter, filing an EEOC complaint, or further negotiations.
The initial consult will be free and then you can typically pay hourly or they agree to take 1/3 of any settlement.
A response like that from an HR department is not unusual. Their job in situations like that is to keep things running as smoothly as possible. I don't know what you were asking for or expecting. In a case like that they may tell someone to change their behavior, but they probably won't make a show of it if the offender is a productive employee. If you've got a legitimate harassment complaint you should be talking to a lawyer.

Are you sure it was a really toxic comment? We can’t opine without knowing what was the exact comment

Nevertheless hoping that you heal fast
No....it seems that HR...for my own experience is there solely for the SUPERVISORS AND UP. I say that, because i too had been asked multipletimesof one question by severalpeers...SUPERVISORS that I felt was Hyping the frenzy...of why this object was clearly in my way...of unwinding my steel flat band of metal into my machine...to prepare to run my amount of frames.....And, explaining, as I had...multiple times before. I hated it..., And...I...am no longer in that toxic environment. No one should, make you feeldefensive...threatened....or evenBAITED, in any workplace......I...am quite happierafter signing my Walkingpapers...and i feel very lifted....sometimesyou seeing clearlyon things...at that back point looking at that situation...7yrs. I was just someoneelse'sHype....to get baited...into defensivly...communicatingwhat i had to explain...to be heard. Toxicity...if you know...you feellike any of those..which i had...but HR, at the companyi...was at...was not there...majorityof the time...Toxicityin the work place...is serious...and Good employees dedicated, loyal...are the ones that are overloaded or...let go....
