Bit of a head scratcher but not a full blown red flag. They should know this and have no problem disclosing, but if they're new to the company or haven't hired for this role before, maybe they really don't know. I wouldn't withdraw over it at this point but would definitely want clarification before signing an offer.
I wouldn't find it so surprising if it was an external recruiter, but that's a bit strange coming from a hiring manager. They might be in the process of re evaluating but even so, they should have that worked out before they start interviewing candidates. Personally, I would still go through with the process, but I would bring it up again next time you speak with them.
That’s a red flag wearing a suit. If they can’t discuss quota upfront, it probably means the target is either impossible or constantly “under review.”
