I’ve never looked for my employees’ resumes online, and if I stumbled across one I wouldn’t think any different of the individual - if they’re a good performer, then I support them and want to see them grow, even if it is outside the organization. If they’re a schmuck, then I’m happy they’re looking to become someone else’s problem.

Wow, I didn't know people did that. I have never checked my employees, but I guess I should. Is this legal? I don't think it's a problem to want to see what is out there, even managers do it. If they ask, you can say you like to stay current with how the market is doing.

My instinct is that you're probably overthinking it, as it seems odd that someone would be looking to see if employees had posted resumes. Then again, some managers have weird ideas about things. If you think about it, though, it may not be so bad if someone thinks you could be on the market, it might keep them on their toes.

I have kept mine on Indeed for two years now, updating it from time to time. I honestly don't get any calls or leads on it. The only things that seem to come along are scammers.

I would not worry about that. Managers do the same. If your managers have an issue with this, you definitely need to find another job.
A job is a business relationship, not indentured servitude.
There is only one way you can determine your specific market value. That is by interviewing.
Companies pay organizations to obtain data to set up their pay scales. In other words, they know more about what your real worth is than you do.
Then they set up internal processes (not to mention psycho-manipulation for high productivity at the least possible costs) to keep your compensation down over time to put more money in their pockets. But you do not have access to this data.
Therefore, you must become the CEO of your career and always look for better opportunities.
