No, that is not common. And if I found that out, I think I would be looking for a new job. Clearly they don't value the employees who are already working for them.
That will be weird. Companies generally will adjust all salary to account for inflation.
New hire budgets are always higher than retention in normal times - so that new person is probably making more money than you. But right now most agencies want people to leave because the market sucks so bad, they either don’t backfill that role or they can get someone off the street for less money. It’s a lose lose game at the moment as an employee I’m afraid.

It sucks, but I’ve experienced new hires getting paid more than me as well.
Not common, but not unheard of either. It takes bigger salaries to attract candidates rather than to keep employees.
