Some people are just not great at managing their time. And this might sound odd, but sometimes when a manager ignores you it's because they don't have any concerns about you. I remember once telling a coworker I felt weird because it seemed like I was being ignored by my manager. I was told that was fine, it's when you're doing something wrong that you draw the attention.
You’re 100% correct.
Take a peek at their calendar if it’s jam packed they probably don’t mean it. But at the very least they should answer messages mid day/end of day
It’s either someone who is stretched too thin (possibly beyond their control), or someone who doesn’t know how to set boundaries / be realistic with their time.
The first makes me sad. The second makes me mad.
Regardless of which one it is, I would bring it up to them and give them an option to make a change. If they continue to have issues attending 1-on-1’s, I might start looking for a new job at the 6 month mark. It’s a sign that this role won’t be healthy for you…

Some managers are just insanely busy. And, so, it might be that they are just overwhelmed. Or, others are just bad at being a manager.
If you need help (i.e. if you are more junior) this can be a real problem. It means you will struggle to get the help and support you need. It also suggests that your success at the company isn't priority for your boss.
However, now that I am senior, I actually prefer an absentee boss. It leaves me to get my job done and forge my own path. I'd much rather have that than a micromanager.
Last company I worked for it happened pretty often being late for meetings. But if I needed my manager for something important he was on the call right away or on the phone with me right away. He would always respond quickly even to let me know he was busy and to give me a time to call.
Current company, I’ve had managers decline meetings after they have already started, ignore multiple messages, etc and that seems to be the norm here.
Is that you Bob?
