I still apply if I meet some or most of the qualifications. I’m figuring, they aren’t going to get everything they want with the amount they’re willing to pay, so they will settle for somebody with most of the skills and an eagerness to learn.

You should apply but you probably won’t get an interview. We just posted a job like that and we legitimately needed all of the criteria we listed. We had a couple dozen applicants right away and not a single one got an interview. The role got filled through an internal referral I gave for an old coworker who ticked the boxes and was a legitimately great candidate.
As someone on the other side of the hiring equation, it can be aggravating to get applications from people who clearly do not satisfy what the role is asking for. If they’re asking for 10+ YOE and niche skills they probably aren’t looking to train someone up so to apply anyway just wastes everyone’s time.

I would normally say yes, still apply. However, as you said, with the ATS, it isn’t like it used to be. You have to come very close to what they are asking for and use enough of the keywords to make it through.
Those little tweaks can make a world of difference.
