I would not have been near as patient as you are. Your boss is telling you whatever he can to get you to stay without having to pay you more. If they appreciated you, they would have just given you the raise rather than make excuses. In my opinion, start job hunting.
Took me 2 years into a job to get a raise after bringing it up pretty firmly a few times. 5 months of asking does sound like a lot without a definite timeline
Usually managers would do almost everything to keep high performance employees, unless they don’t see the impact of your contributions. I recommend to start looking.
2.5 yrs is a really long time. Are there budget constraints? What gives?

That’s a long time, might want to start working on your resume
If I were you, I would have been looking long before now. Going that long without even a nominal cost of living increase to off-set the increasing costs of everything else (thank you, inflation!) is unacceptable unless the company has not made a profit in the last 2 years and truly can't afford it. And if that's the case, you most definitely should be looking because there is a good chance they are not going to be in business long-term.
If they aren't giving you a raise due to performance concerns, but aren't being honest and actually telling you what's wrong with your performance so you can try to fix it, that's just as bad and another reason to move on. Go work somewhere that appreciates you and treats you better. Next time ask about the process for raises/merit adjustments before you accept the job so you don't find yourself in this situation again.
