It means the agency is in a situation where money is tight. So they’re going to try and squeeze out every dollar from clients/vendors.
It means that people are not doing their timesheets on a timely basis so they can’t bill the client on time so they have to wait to get money and they still have to make payroll. Everybody just needs to do their timesheets every day. It’s a basic part of your job.
If people had to punch a time clock in order to get their paycheck, they would do it. But they won’t do their timesheets for days or weeks and still expect to get paid.

It’s nearing the end of Q3 which usually suggests that management is trying to get a better view of billings and utilization as they look ahead to Q4 and EOY. If the internal comms start really driving “get your timesheets in ASAP” then yeah, it signals that layoffs could be on the way.
Yes they have an income issue. Layoff inbound. More nuance: likely realizing that they have incorrectly scoped a client or two, and are looking to have a real sit down with the client about how much more they should pay OR the client is saying they’re not delivering and the agency is going to use the latest numbers to show them where they have been spending their time.
