My company has given me a promotion without a raise. Any suggestions on how to deal with this?

Little background:

Asked for promotion in late 2020 - was required to skill up, after skilling up, asked again about when I'll be promoted and was denied because there is no "vacancy" for it.
Got my annual hike in Oct 2021 without the promotion. I asked HR last week again and got a random announcement email saying my promotion is w.e.f Oct 2021. ( and no raise for the newly promoted role).

Where does the salary ceiling come in for tech consultants that don't want to become managers/lead teams?

Sharing my experience with Deloitte USI interview and offer negotiation. I gave Deloitte interview 2 months ago. After managerial round I did multiple follow ups and Deloitte didn’t bother to reply. I moved on and got another offer. After 1 month Deloitte came back and asked for documents and didn’t show up for another 1 month. Today HR called and asked my expectations. I have received my first offer letter which they wanted me to accept by e- signing it and after i did that theh have sent out form 11 and other documents to be filled in 2 days.
I have never filled form 11 and other personal details untill 1 week before my joining date.

My joining date would be after my notice period which is usually 2 months.
Should I share the person details and form 11 they asked for now itself?
Will it be a problem if i don't wish to join the company later

Hi, all. I’ve accepted an offer from a firm. Though my joining is 2 months from now they’ve already sent me the onboarding portal link where I need to submit documents like form 11. Should I complete this process this early? Can the new company go ahead and create a pf account number with joining date earlier than my exit date from last firm (which I’ll provide in the form 11)

The problem here is because Finance jobs requires exceptional skills and academics due to which he is not able to get shortlisted for most job interview screening, he is receiving interview calls from great companies but not able to convert them.
