If the data is available, run a market payline for the role in that specific city. And renegotiate before taking the opportunity.
No. Should be higher take home pay as well. Very odd that they're not offering an adjustment for this kind of move.

I had the same reaction initially. Covering relocation and taxes helps upfront, but it doesn’t address ongoing cost differences month to month. If the role is more senior, I’d expect both scope and pay to move together to keep things balanced. Do you think a COL adjustment alone is enough, or should it always be layered on top of a promotion increase?
This absolutely is not a complete offer. A promotion into a more senior position, requires a new higher pay bracket. Look to the market for benchmarks. Being in HR your partner should have ready access.
