I’ve put myself up for L4 promo this cycle. Assuming I get it, what would be the best next steps to optimize for long-term growth/TC?
My understanding is that L5->L6 is extremely painful at Google. It may be easier to leave for a handful of years and gain managerial experience before returning.
L4->L5 is less challenging; however, I’m under the impression I can do this quicker at another company (if I leave after being freshly promo’d) AND get higher TC.

ITIL will be good, I see TOGAF in job postings.
I did this two years ago and doubled my salary. I’d focus on getting the professional level AWS certs instead of ITIL.
You don’t need ITIL for this, that’s IT Service Management not architecture. I’d definitely go AWS Pro level and TOGAF. Possibly throw in a security one like Certified Ethical Hacker to add a little more depth to your resume?
I would guess C1 is referring to a foundational knowledge of IT. So, things like A+, Network+ etc. from CompTia would take you through some of the basic training and foundational infrastructure work. An online concept focused course in programming in something like Java or C# would help you with the more application level parts of AWS. Then you’ll need to work from the ground up through the AWS certifications. I’d still throw in TOGAF and some security stuff later... Where you start and how long this takes depends on what level of technical proficiency you have today.
The solutions architect associate isn't enough to step into the role. You'll need to gain some experience with more traditional on-prem technologies.
