How about 1 day bid and 3 weeks pre-pro, since 95% of the time agency creatives already know who they are recommending. Would save time for pre-pro and save 2 production companies from wasting their time and effort. That’s my advice but I’m sure no one in the agency side will agree.
Depends on logistics of shoot. If permitting a specific location takes time and/or set build and design eat up prep best to make the treatment process short and to the point (maybe a director summary on approach) so you don’t jeopardize execution of creative

Skip the bid with a timeline like this.
Short turn around moves it into days for me - 21 days. I would aim to get the bid/treat done in 4 of those and the rest (17) days for prep.
Do you need full treatments to select director?
I would say change to mini treatment. Base your award on a call/ mini treatment/ second call to discuss. A whole week for an elaborate treatment seems a waste of time.

Do you plan on testing everyone (as I’m sure you will)? Depending on you handle that, your window just got shorter for the upfront aspects like bids and treatments.
