It’s a thing. Not a fun thing from the vendor end though. Doing a triple bid only to find out none of you got the job but a CD at the agency “gets” the job themselves after you’ve submitted bids and director treatments does occur.
Do you know if there are are creatives who pitch for other agencies jobs? Or would this be considered a conflict of interest? Say, if a creative was on a production companies roster.
I don’t think any directors get to cherry pick their projects anymore. Even Dougal Wilson has to triple bid

OP, you want too much. You can direct a few spots for your agency OR you can get on a roster and direct for everyone. Didn’t you sign a non-compete? How do you envision directing spots for, say BBDO when you’re on staff at Weiden?!
It’s definitely a thing. Cherry picking, not so much. Creative usually get a shot at directing when there’s no money for a director. I’ve never seen a creative say “that’s a dope script with a fat budget; I think I’ll direct THAT one!” No, but who cares? Even though the budget will be tiny, the freedom will often be greater than those projects with a million dollars on the line.
I recommend writing tv scripts for clients who don’t have tv money. If nothing else, it’ll be good exercise .
Definitely a thing and some of the best directors come from agency creative ranks IMO. I would look for a production house you know who would help you get a start. Maybe on a non conflict job or a small job where your agency wouldn’t care but where you can make something great. If you can align with an EP at a production company who will work to get you opportunities you can build a reel while keeping your day job.
