Book a trip, pay for expedited passport. If it doesn’t arrive in time, you can get a last minute appointment at your local passport agency 5 days in advance of travel and get it that way.

Has anyone heard of passports being extended if they were issued prior to 2020, due to the pandemic? I sure would hate to lose three years off of my time. I’m sure there are many other people out there who feel the same.

Yes you have to have your travel booked in advance. If you get an appointment with the local agency they literally print it for you there.
Do a sham booking and go to a passport agency day of.
Yes, or book a refundable fare and cancel after your appointment is complete and you have the passport in hand. Up to you. But this way you can have the passport in-hand before your actual day of travel. I’ve never liked the idea of playing chicken literally the day you’re supposed to fly out.
I do not believe you'll get a new passport in time. All of the US passport agencies are solidly booked for "emergency" expedited appointments.
My advice is to book your anniversary trip to one of the countries that does not require 6 months validity on your passport. There are several.
Google it. As for returning... it's not the US that is preventing this travel for you - the other countries won't let you in if they think there's risk of you overstaying. Many countries cap tourist visas at 6 months (some 3 months), which is why they want to see at least 6 months validity remaining on your passport. Our country applies the same guidelines to visitors from other countries.
