I feel like I've been lowballed, can someone explain the below breakdown please?

Base salary: 60k
Quarterly quota (per quarter): 107k
Quarterly bonus (per annum): 23k
130% Annual bonus = 11.5k
"23% commission on quota minus base": 37k (don't understand this)
"Proposed 23% commission on 150% quota minus base": 86.5k
Sales commission threshold per month: 22k
OTE: 122k
Cost/Sales: 28%

That base salary is lower than my previous base by a significant amount by 32.7%

I’ve worked 2 years at a non profit 501c 3 tech startup. When I started there were 6 employees we now have 22. I am considered a part of leadership and am a people manager in addition to my sales role. I am a high performer and last year got a 10% raise (which I asked for). This year I was offered 5%. I am going to counter but curious what anyone thinks I should ask for. I was thinking 8%.

I am feeling lost in job. So I’ve applied for Accounts payable they offered 40k. I said why not to gain some experience. I didn’t even bother negotiating which I regret.
Fast forward I noticed that I was eventually handed everyone’s workload (AR & imports & duty and check coworker work + AP) Spoke to them about pay increase based on workload. I am project manager in clinical research industry (CRO). After earning PhD, I gave up my science dream to take a more stable job. After slowly climbing the ladders, I feel like I finally got a seat at the table. Half the days I like the hustle, but now I miss being creative. I want to take more brainstorming, decision making responsibilities but I don’t see that in the career path for PM. Career path usually goes like this- Sr PM, Director, Sr Director, and so on. But all do same work.
