One of my old school mate has done a fraud with me.

He was selling IPL tickets in black.

I paid him online for IPL tickets, but he didn't give me the tickets and he's also not returning the money.

Should I file a GD against him ?

Do buying tickets in black will put me in trouble as well if i tell this to cops ?
