Hey! Any Google folks know if it’s possible to negotiate fully remote if a contract role is hybrid? Personally, I don’t want to relocate and go to the office on a contract role given the current economy. Plus, I’m assuming contractors are the first to go in layoffs. I just think it’s a fair trade off if I’d be allowed to work fully remote. I’m also trying to have flexibility to manage my Airbnb business in a different country. Same time zone as the home office if I’d travel weeks at a time.

I've never heard of "Promotions season". Honestly, I'd have a "come to Jesus" talk with your manager and ask why there hasn't been any promotions for you or your team. Based on the answer is how I would proceed. Your boss may want you to create a clear plan for promotion and if you succeed in the timeframe set, and you still don't receive promotion, dust off that resume and start looking elsewhere. Personally, I'd be tempted to do that now anyway.
I'd be having this conversation with HR.
This is absolutely a thing, and I would see what options you have for moving team. However, always make sure you have a clear "business case" for your promotion in your back pocket with as many receipts as you can lay your hands on.
