It's for people who are local, you can expense up to 20 if you worked over 11 hours.

No the point is if you are local, you don't get a per diem/ expense power for dinner. However, if you work 11 hours such that you aren't able to make it home for dinner at a reasonable time, you can expense up to $20 for the dinner.
Oh if you are local it's a state law mandate (will vary) and 11 working hours for non-exempt employees only. So if you are a consultant you are shit out of luck.
