Their "concerns" mean they're only going to go with you if they have to, which they likely won't. I would go with the people who actually want me.
And if by some chance #1 gives you and offer, you should probably "have some concerns" with their compensation package.

Thanks all!! I ended up going with my second choice. Throughout the day I received quite a few excited responses from the team as well as them upping their offer without being prompted. Just their overall attitude of wanting me vs my first choice’s overall attitude was what made the decision for me. I let #1 know I was going for the company that was confident in my abilities before they had finished their interviews with the other candidate :)
Take the ball into the end zone. In the end should you need or want to call the play back you can. Manage what YOU want in the end.
I appreciate you both! I definitely appreciate the honesty. I know that deep down and I’ve pretty much written my acceptance to #2 so you’re right!
As a note: #2 wants to hear back “this morning” but I’ve bought myself some time. However, would it be stupid as hell to pass up a sure thing for a maybe?
I would hold out, if possible, just to see what happens + potentially enjoy saying No to #1, if they do end up being dicks about it. But if you like job and place and immediate boss at #1, don't discount them based on the insensitive verbiage used by a stupid and potentially junior hr person. In this game and as a candidate who's looking, you want to be strategic and smart, rather than "right(eous)" about it. It's entirely possible their other candidate doesn't pan out and you become their top candidate. It's really about which opportunity you want and what each gives you for your career from there.

AD1 above makes a great point. How HR handles things can be totally unrelated to the agency experience, at least from the quality and visibility of work. It was your #1 for a reason. Buy the time, afford yourself the decision.
