Advice for salary negotiations when moving to a city with a higher cost of living?

You have resigned and have offer in hand suppose 15 fixed.
Meanwhile you get another offer but they will give around 17 fixed.
I am thinking to quote my in hand offer as 17 fixed with changes in it and share it with them.
So that they can give me around 20 fixed.
