I personally don't submit cover letters unless required but if I was to, I would customize it.
As someone who also does hiring for admin positions, I also don't read them.

It may be discouraging but when each job posting gives me at least 500 applicants, it's hard to dedicate time to reading cover letters.
I have a few different cover letters depending on the job, and then I tailor them slightly for the specific job listing that I'm applying to. I find it only takes a few extra minutes, and I think it's worth it to make the most of each application you send out.

I customize every cover letter. But Chat GPT does a loooot of the heavy lifting for me, so all I really have to do is make a few small tweaks before submitting. If I had to write everything myself, I would 100% stick to a generic cover letter. No one has the time to customize every single one on their own.
I just have a generalized cover letter that I just slightly tweak when needed. Most companies don’t review the cover letters anyway they just get examined by an AI robot.
