Went to Austria this year and it was fantastic. Relatively easy circuit to get in and out of, and I can recommend a great bed and breakfast that's about 30-40 minutes away. There are a lot of people that camp there and it looks like a freaking blast. It's a huge party. I think Zaandvort would be similar
Have been to Spa and it's a bit chaotic because so many people attend (I think the circuit can accommodate 70,000). Traffic is horrible. It may be worth looking into camping (there are services that provide tents, restroom facilities typically breakfast). Haven't been to Silverstone, but I've heard it's pretty similar. Number of people that can attend the race makes a big difference to the experience in terms of crowds traffic etc, so that's something you might think about as you research.
The street tracks are nice because you don't need to think about the commute, you're already there. So Baku, Monaco, Montreal are pretty interesting to attend in that respect.
For this coming year, I'm looking into Monaco (because... Monaco), Hungary (cool track, and also want to visit the country), and Silverstone (timing works really well with the 4th of July holiday). Probably not doing all three, maybe one or two.

Spain, France, miami - only for the destination though. Pure race id love to go to RBR
