You made me think about it, they really did.
It was known as the worst growing up, now I know some who really do cherish it (though they tend to hide that part from other's in New York)
When I have my option of semi cheap
Sandwiches, the others have just done a better job crafting an experience beyond a buffet looking sandwich. Potbelly for example is an amazing sandwich, and part of the brand is NOT seeing how it’s made. It’s a cool idea in theory to watch someone make it with full transparency…but it also mucks of the brand perception if not done right. That is one of the many brand problems.
I think there are tastier options like Jersey Mike’s and Jimmy John’s. Personally, for me Subway is bland/boring, and I don’t want to have to tell someone how to make my sandwich.
Jersey Mike’s and Jimmy John’s have better products and identities. Subway is lost and I fear it’s gotten too big for teams to be able to right the ship.

Not disputing your claims, OP, but is there an article I’m unaware of? How exactly was the refresh a failure?
As for me, I loved Subway as a teen. It was cheap and filling food. The issue over the years is there are so many options these days whether it’s a chain or small business.
With the price of stuff these things I’ll opt for a sandwich at home. I can add as much of whatever I want. If I want to grab a sandwich out I’ll usually opt for Publix or Jimmy John’s. My household swears JJ’s quality is better, but when I eat out I like to buy things I can’t make at home.
You’re called Subway! Why not offer something fun like an NY chopped cheese sandwich or bring back your brisket. I also know they opted for simpler and removed a lot of things that don’t perform but I miss their 9-grain honey oat and jalapeño cheese bread.
Im sorry for any agency that had or has this assignment. It doesn’t seem like something a campaign or celebrity can fix.
Franchise businesses live and die by operations discipline and diligence - and getting system buy in. Importantly, it has to be a cultural point of pride, vs “compliance enforcement.” Once it starts to get sloppy, it spreads, and then it becomes very hard to recover. Subway has simply unraveled over a period of time - costs/franchisee relationships, etc. Burger King is another place known for not being able to create a consistently great experience.
Ditch all the vegetables (consistently unacceptable quality, not at all "eating fresh") and pass the cost savings directly on to the consumer. Sell on the basis of cost and convenience. Subway - plain and simple.
