Japan. You’ll have more than enough to do for two weeks. Went for three earlier in the year and everyday was filled with activities, restaurants, etc. It’s a huge country.
One. Tokyo!
I did both in a 2 week trip. Actually Seoul > Osaka (day trips to Kyoto and Nara) > Tokyo and it was plenty of time!

Either would be great. And FWIW, you not speaking the native language for any country you visit should not be a factor in your consideration. Explore the world honey!
I would do 2 in 2 weeks. 1 week in Tokyo - plenty to do, eat, see, and shop and skip Kyoto and Osaka - and 1 week in Seoul. Similar vibes but different enough food, culture and people to make both uniquely interesting and exciting. So jealous. Have fun.
I would instead suggest staying in Japan and covering Kyoto. Plan on spending a good 3-4 days there. Seoul is nice, too, but Japan is a more culturally rich experience with a lot more depth that shouldn’t be rushed. Kyoto is huge, it’s a city not just a handful of overcrowded (but good) attractions
I’ve been to Seoul (twice) and I would say Tokyo. I’d say it’s meh compared to the rest of Asia.
