I thought it was for citizenship. The financial independence regulation for getting a green card has always been there. Same as the requirement for carrying it all the time.
I think part of the reason to not be strictly merit based is for familial ties. eg. If my parents lived with me and retired, I would take care of them. They wouldn’t need go on gov’t assistance but they wouldn’t be eligible for a green card.
